The administration and financial management of grants requires a thorough knowledge of all applicable laws, regulations (including the NEW OMB Super Circular), and the administrative procedures required by the NEW Circular. First, this seminar will provide an understanding of the legal nature of grants, and also rules for interpretation of grants and the potential liabilities associated with grants. Information discussed includes the grants application process, administrative requirements, management system requirements under the NEW law and performance based management. Second, federal grants require a sound accounting and financial management system which complies with the NEW requirements. This seminar will examine accounting system requirements, internal controls, financial record keeping and documentation, budgetary controls and management, as well as audit and G.A.S.B. (Governmental Accounting Standards Board) requirements. Finally, it will examine the federal guidelines concerning indirect costs and indirect cost rates, as well as offering the tools, procedures, and methods for successfully managing indirect costs.
