OMB has issued a NEW regulation for administering grants. The NEW Final rule was published December 26, 2013 and became effective December 26, 2014. Federal Agencies have begun to issue directives to Tribal grantees. Every Tribe should compare their existing policies and procedures to the new regulation to prepare for any revisions needed to ensure compliance with the new regulations. The new Circular  has replaced and supersedes several previous circulars. A-102, A-87 and A-133 have been replaced and superseded. OMB has now issued the NEW circular to replace all of these circulars with one consolidated document. This NEW rule is intended to reduce unnecessary regulatory and administrative burden on grantees. In this seminar we will give you a detailed analysis of what the changes are and what they mean for you and your Tribe. We will do a comprehensive overview of the guidelines for administering federal funds. We will discuss how the ‘Super Circular’ is organized, administrative post-award requirements, new cost principles, allowable and allocable costs, changes in audit thresholds and many others.This seminar will provide an analysis of the impact of the NEW circular including financial management, audit requirements, property and purchasing changes, records management, and program costs as well as others. The new regulations will require revision of Tribal Management Policies to be in compliance. Federal assistance forms, certifications and the common rule requirements for debarment, suspension, and the drug free work place will all be examined.  This seminar is for ALL Tribal administrative, compliance, and financial staff as well as program managers.
