In May 1995, the Office of Management and Budget issued cost standards for state, local and Tribal governments. The standards were finalized and in effect September 1, 1995. These standards were revised in May 2004, then relocated and reissued as 2CFR 225 in August 2005. At the end of 2014, these cost standards were updated and folded into the New Super Circular, and have been part of the Super Circular since that time. Cost standards are used by the funding agencies in the review and analysis of program proposals, indirect cost proposals, and audits. This seminar analyzes the cost standards, and provides guidance on how a Tribal organization can establish a financial system which meets the standards. This seminar is for all financial management staff and program directors.
